Job Summary:  Join an exciting regulatory team focused on understanding regulations and operating an online learning institution within industry compliance standards.  This highly dynamic role provides opportunities to conduct research, interpret regulations, develop policies, and network with leaders in the postsecondary compliance field. The Regulatory Compliance Coordinator consults and collaborates with the regulatory leadership team to ensure preparedness and responsiveness to audit requests and reporting deadline requirements for all external and internal stakeholders.

What You Will Be Doing

The Regulatory Compliance Coordinator is a full-time position located in Scranton, Pennsylvania. The organization has a rich history in the Scranton area, and is recognized for its strong culture, which is both employee and student focused.  This position will work across the organization to ensure all departments and activities are compliant with state licensing authorization rules and accreditation standards. The position serves as a resource on regulatory issues and monitors, interprets and analyzes statutes and regulatory requirements; provides direction and develops implementation plans; and maintains documentation of proof of compliance regarding executive orders, laws and regulations applicable to online secondary and postsecondary education institutions. Given the ever-changing rules in the postsecondary and higher education space, this fast-paced position provides continuously challenging work, supported by strong professional growth opportunities.  Our Scranton, PA campus is conveniently located off of Interstate 81, and offers over 100,000 square feet of meeting and workspace.


Primary Job Responsibilities

Essential functions include, but are not limited to the following:

1. Federal, State, Local, and Institutional Regulatory Compliance

  • Manage institutional compliance project initiatives and ensure deadlines are met
  • Research and interpret regulation definitions on applicable laws, executive orders, and policies and procedures related to approval or licensure requirements in distance education.
  • Ensure program delivery activities for all programs offered follow all applicable laws and regulations, including professional licensure requirements in all states

2. Reporting and Record Management

  • Develop, initiate, complete and maintain state authorization applications, reporting and continued compliance.
  • Create and maintain tools for tracking and reporting on regulatory changes, and keep database accurately updated to reflect changes in executive orders and state authorization status.
  • Coordinate ADA compliance activities to include oversight of required accommodation requests

3. Administrative Strategic Planning

  • Conduct proactive research of laws and regulations and provide consultative guidance pertaining to risk assessment, regulatory requirements affecting academic and business operations, and implementation of such requirements.

4.  Legal Research and Other Duties

  • Perform record and document research, including Secretary of State filings, corporate history and governance documents, deeds, leases, easements, settlement agreements, other agreements and documents
  • Perform legal research, including case law, legal treatises, statutes, and regulations relating to a variety of topics including education, student concerns and business issues
  • Work with Penn Foster personnel, outside attorneys and other personnel as requested on various legal matters with supervisor’s guidance
  • Perform certain executive assistant functions, including scheduling meetings, taking phone calls and messages, ensuring deadlines are understood and planned for, scanning documents, making copies and mailing letters


Job Qualifications

The Regulatory Compliance Coordinator position requires a Bachelor’s degree and a minimum 3 years of experience directly related to regulations or legal research. The ideal candidate will also have compliance experience in a higher education setting working with state regulations and accreditation standards.  Additionally, this position requires proficiency in written, interpersonal, and oral communication skills; expertise in project and time management; a high degree of competence in all Microsoft Office applications; and the ability to assimilate research data into compliance strategy.
